It seems to me that another state first approved an amendment and then withdrew its approval, and that the period for ratification was extended to pressure recalcitrant states to approve. However, because &quot;the powers that be&quot; wanted the amendments ratified, all of these problems were swept under the rug. That&#039;s what I can tell you from memory.]]></description>

I don&#039;t necessarily dispute this; I&#039;m just curious what your criteria are.  They seem to meet the ones of which I&#039;m aware and are counted among the amendments.  I&#039;d like to know more.]]></description>
